Information is Everything...The Marine Exchange is a member-based, non-profit organization that provides comprehensive communications and information services to its membership 24 hours a day, seven days a week. The membership is a mix of Puget Sound based steamship agents and operators, tug boat operators, ship chandlers, port authorities, and state and federal agencies along with a wide range of maritime industry support businesses. Communication and information services include a region-wide radio capability, telephone answering services, and various real-time and historical vessel activity reports. The primary role of the Marine Exchange is that of tracking and monitoring vessel movement activity and sharing this activity information with the membership in a timely manner to support safe, secure, efficient and environmentally responsible maritime operations. Information to support this capability is drawn from various sources, including a region-wide shore-based Automatic Identification System (AIS) capability. The Marine Exchange also manages and operates the West Seattle mooring buoys on behalf of BUOYS-R-US. This includes taking reservations, maintaining and billing for use of the buoy system. The primarily user for these buoys is the tug and barge industry. The buoys serve as a temporary “parking lot” mostly for barges while awaiting further movement to berth or to sea. With a 24 hour watch operation, the Marine Exchange provides around-the-clock answering service for membership subscribers. While technology has certainly made other answering services available, there is nothing as good as the voice of a live person, particularly one who is very familiar with the maritime industry. Oil spill reports to the Washington State Maritime Cooperative (WSMC) are answered at the Marine Exchange. The Marine Exchange also provides administrative support to several maritime organizations such as Pacific Merchant Shipping Association (PMSA) – Pacific Northwest Region, the Puget Sound Harbor Safety Committee (PSHSC), the Washington State Maritime Cooperative (WSMC), the Puget Sound Marine Firefighting Commission (PSMFC), and others as needed. The Exchange is also an agent for receiving State of Washington required Ballast Water Reports for vessels operating in Puget Sound and relaying those reports to the Washington State Department of Fish and Wildlife.
