Marine Exchange MOA

Successful applicants (subgrantees) will execute a Memorandum of Understanding (MOA) with Marine Exchange of Puget Sound that includes the following components:
  • MOA Template(Sample for FY09)
  • Excerpts from Cooperative Agreement between FEMA and Marine Exchange
  • Copy of IJ and Budget for each of the subgrantee's projects
  • The FA will email a customized MOA to each successful applicant.

    Assurances

    Successful applicants (subgrantees) must submit submit completed assurance forms, as directed below. Subgrantees must submit a set of assurances for each fiscal year for which they are awarded subgrants.
    Accounting System and Financial Capability Questionnaire - All subgrantees. Exemption will be granted upon request, for subgrantees that have successfully completed a federal grant within the past five years.
    Certification Regarding Debarment, Suspension, and Other Responsibility Matters - All subgrantees.
    Certification Regarding Drug-Free Workplace Requirements - All subgrantees.
    Certification Regarding Lobbying - All subgrantees.
    Disclosure of Lobbying Activities - Only required for subgrantees that have undertaken lobbying as described on the second page of this document.
    Assurances - Non-Construction Programs - All subgrantees.
    Assurances - Construction - Subgrantees with projects that involve building construction or renovation.

    Environmental and Historic Preservation (EHP) Requirements

    Every project must receive EHP approval from FEMA before the subgrantee may begin work on it. Starting a project before EHP approval is complete may cause the grant and all funding to be canceled. The FA will notify subgrantees as to any additional information that is needed for EHP approval.

    Some projects may be given EHP approval without any additional EHP submission. These include:

  • Classroom, and discussion-based training and exercise
  • Purchase of equipment that does not require installation, or equipment maintenance and warranty only
  • Certain other projects of such a nature that there is no way for them to have environmental or historical preservation impact
  • If a project falls into these categories, wait for instructions from the FA.

    Otherwise, download the following documents, prepare the EHP Screening Memo and all required documentation, and submit it to the FA in an MS Word document.
